Ban says “high risk” for the stability of haiti

Ban”s concern reflected in its latest periodic report on the situation in Haiti, which reported today, after haberselo submitted to the Security Council of the UN, which will meet tomorrow to discuss the issue, appropriated the DPA news agency.

According to the report, Ban called on the Council to extend the functions of the Mission of United Nations Stabilization in Haiti (MINUSTAH) to assist the Haitian government in the reconstruction of the country after that the earthquake has “destroyed the ability of the State, which was already weak.”

To extend these functions, Ban asked to approve an additional reinforcement of police of the 680 peacekeepers effective, to be deployed before the end of 2010.

These units would be added to the previous enlargement of 3,500 (2,000 military and 1,500 police) that the Security Council adopted after the earthquake to address the tasks of protection and humanitarian assistance in Haiti.

The report called for strengthening the MINUSTAH mission aims to provide the Haitian government with logistical support, operational and technical, such as assistance in court cases, temporary loan facility to the government, promoting the creation of a social program that invests in education, training police and improving safety.

Ban said, among other points, the need to protect the population of the camps, where he said there was an increase of cases of sexual violence, and enhance the role of MINUSTAH in controlling cross-border drug trafficking and smuggling which increased after the earthquake .

As for the safety of the camps, Ban was defined “new and difficult task” because “it is expected that the living conditions worsening, overcrowding and poor lighting can contribute to increased crime. “

Furthermore, the report indicates that more than half the country”s 8535 inmates escaped after the earthquake, some uniforms of the National Police. Until early April had been recaptured 283.

Ban also showed concern about the vulnerable situation of refugees before the arrival of the rainy season and hurricanes, so called “priority maxim “the creation of emergency shelters.

He also pointed out the main gaps between water, sanitation and hygiene, especially in informal settlements.

The secretary general called for concrete international community to aid pledged at the donors conference held in March at the UN (5300 million dollars in two years to 9,900 million in long-term) and support the presidential mandate in exchange for Haiti, which should be a reality in February 2011.
